A federal judge ordered a doctor to pay $2 million for accepting kickbacks to refer workers’ compensation patients to Pacific Hospital of Long Beach on the same day she determined it would be too burdensome to calculate restitution for a marketer who orchestrated a similar kickback scheme at another Southern California hospital.
