New York State Workers' Compensation Board (SWCB) Chairman Zachary Weiss said Friday the sweeping reforms of 2007 have boosted benefits, clamped down on fraud and propelled the state off the list of the top 10 most expensive systems in the nation.Weiss was named to head the workers' compensation board in October 2007 as part of former Gov.
