Franklin County Chief Judge Phillip J. Shepherd will hear arguments today about the constitutionality of Kentucky Gov. Matt Bevin’s recent dismantling and reconstitution of the state Workers’ Compensation Nominating Commission. The commission nominates judges to hear workers’ compensation cases. Bevin on May 9 fired all seven commissioners and replaced them with what unions said were political pawns who would pick judges sympathetic to employers and against injured workers.
