A federal grand jury indicted two chiropractors and a psychologist on conspiracy and fraud charges for allegedly submitting bills for services that were not medically necessary or not even provided, as well as paying kickbacks for patient referrals, as part of a scheme to bilk workers' compensation carriers out of millions of dollars.
