California Insurance Commissioner Dave Jones on Friday approved regulatory changes recommended by the Workers' Compensation Insurance Rating Bureau.
Under one change that takes effect Jan. 1, 2016, eligibility for experience rating will be based on expected loss rates rather than the advisory pure premium rate.
