Apportionment Discrimination Bill Back With a Twist

California Assemblywoman Lorena Gonzalez Fletcher is making a third run at legislation that would end what she says is gender-based discrimination in apportionment determinations. After failing twice to persuade the governor to prohibit apportioning permanent disability to pregnancy, osteoporosis and menopause, and to require the impairment rating for breast cancer be equal to the rating for prostate cancer, the San Diego Democrat this year is back with a more focused proposal, addressing pregnancy only.
