His company's annual payroll wasn't $70,000. It may have been more like $18 million per year. And those certificates of insurance? Most of them were fake, produced repeatedly with the help of his insurance broker. That's the word from the Manhattan District Attorney's Office, which last week announced the indictment of Salvador Almonte Jr., a labor broker who supplied hundreds of workers for many high-rise construction projects in New York City.
