A signature-gathering effort to recall a member of the Vista, Calif. City Council who pleaded guilty to failing to provide workers' compensation insurance appears to be falling short of its goal, six weeks before petitions are due to the City Clerk's office, according to a report in the San Diego Union Tribune.City Councilman Frank Lopez and his wife Mary pleaded guilty in August for failing to provide workers' compensation coverage for employees at their former Mexican restaurant from Nov. 28, 2000, to Jan. 8, 2010.
