Scott Mugno’s nomination to head the U.S. Occupational Safety and Health Administration was resubmitted to the Senate a second time on Thursday, as the agency goes for a record length of time without a permanent leader. President Donald Trump on Wednesday submitted the nomination of Mugno, the former vice president for safety at FedEx Ground.
