Illinois legislators return to session this week with the near five-month budget impasse no nearer to being resolved, meaning no movement on the governor's plan to reform the state workers' compensation system.
While all talk at the General Assembly will be on the budget, there is little communication between Gov. Bruce Rauner and his legislative foes, House Speaker Michael Madigan and Senate President John Cullerton.
As the Legislature prepares to reconvene Tuesday, Cullerton revealed he has not spoken to Rauner in “weeks."
