The Illinois Workers' Compensation Commission said in an email that the state's rules of evidence apply to its proceedings and that all documentary evidence must be submitted in paper form.
"A USB drive with a multipage document is not acceptable, as neither the arbitrator nor the other party is fully aware of the entire content of such a device," the commission said.
Parties must identify page numbers for any exhibit to be relied upon by an arbitrator, the commission said, before adding that parties are also required to submit paper documents as exhibits at trial.
