The U.S. Occupational Safety and Health Administration is proposing $52,100 in penalties against a Houston construction company that was caught failing to protect its workers from trench collapses for the second time in four years.
OSHA cited S.J. Louis Construction of Texas for two serious and one repeat violation after an investigator spotted workers in an unprotected excavation while driving by the job site in March. The company had previously been cited for exposing workers to cave-in hazards in February 2012.
