Florida Surgeon General H. Frank Farmer Jr. has signed a final order allowing the state Health Department to go forward with plans to create a controversial prescription drug monitoring program (PDMP).In an order signed Friday, Farmer cited a March 8 ruling by state Administrative Law Judge Robert E.
