Reforms or not, California's workers' compensation system continues to get bad press outside of the state.
In a report published Tuesday by the Des Moines Register, two San Francisco-area horse trainers told the newspaper that they left the Golden State to race in Iowa's Prairie Meadows competition because of the high costs of workers' compensation in California.
The article said California is one of only five states that requires horse trainers to purchase workers' compensation insurance.
