Reforms or not, California's workers' compensation system continues to get bad press outside of the state. In a report published Tuesday by the Des Moines Register, two San Francisco-area horse trainers told the newspaper that they left the Golden State to race in Iowa's Prairie Meadows competition because of the high costs of workers' compensation in California.
