As concerns grow that state workers’ compensation reforms are shifting costs to federal benefit programs including Social Security Disability Insurance, a new book explores possible ways to reduce cost shifting and shore up SSDI. The book includes a chapter by John F. Burton Jr., a professor emeritus of Cornell and Rutgers universities, and a longtime researcher of the cost-shifting phenomenon.
