LAO: Second Injury Fund 'No Longer Aligned' With Legislative Intent

The nonpartisan fiscal and policy adviser to the California Legislature said the Subsequent Injury Benefit Trust Fund is no longer aligned with the benefit structure that lawmakers intended for the workers' compensation system.
