The Commonwealth Court of Pennsylvania rejected a worker’s constitutional challenges to the state's new impairment rating evaluation process. Douglas Bellamy worked for the City of Philadelphia. He suffered injuries in a fall at work in December 2009. The city stipulated that the accident caused an aggravation of Bellamy’s preexisting cervical degeneration, leading to acute herniation at the C3-C7 levels with progressive cervical myelopathy.
