Oakland Workers’ Compensation Judge Rosa Moran, a former applicants’ attorney who served as the state Division of Workers’ Compensation’s administrative director during the turbulent year preceding SB 863 reforms, died unexpectedly over the weekend. She was 55.
In the course of her 28-year career, she earned a reputation as patient, fair and compassionate, colleagues said.
