Facts and procedural history: Manuel Villegas worked for GC Landscaping. He suffered injuries in an on-the-job fall in 2018.
Because GC was uninsured, the Industrial Commission’s Special Fund Division/No Insurance Section took over management of Villegas’ claim.
Although the fund denied the compensability of the claim, the ICA issued an award in favor of Vilegas in 2019.
