Is this a paid advertisement? Or is it just poor editorial control? Doesn't seem like anything more than publicity for a doctor and service provider.

I agree, when I was reading this it sounded like an ad for his services.

It agree this does cross the line between information and advertising. However, since carriers refuse to arrange and/or authorize treatment regularly, and deny so may cases without investigation, I appreciate information about Dr.'s who are willing to treat on a lien.
