The Courier-Journal of Kentucky reported yesterday that former workers' compensation physician, Dr. David Procter, 52, pleaded guilty in U.S. District Court to felony charges of conspiring to distribute controlled substances and prescribing controlled substances without a legitimate medical purpose.According to prosecutorial indictments, Proctor was averaging $4,000 to $5,000 a day, most of it in cash payments, routinely prescribing narcotics to addicts between the years 1996 and 2002.
