Court Says Dispute Over Dog's Alleged Attack on Worker Must Be Referred to WCB

A New York appellate court ruled that a trial judge could not consider whether a worker could proceed with a tort claim against her employer after she was allegedly attacked by a dog, because jurisdiction to make that determination lay with the Workers' Compensation Board.
