The California Department of Insurance announced two men self-surrendered last week at the Orange County Central Justice Center after they were charged with felony insurance fraud, money laundering and unlawful referrals as part of a kickback referral scheme.
Felix Koltsov, 57, turned himself in Jan. 22 and posted bail of $500,000. Bradley D. Groscost, 59, surrendered Friday and remains in custody.
The Insurance Department said Groscost operated five work comp clinics in Southern California.
