The California Labor Commissioner's Office has filed a mechanic's lien against a Holiday Inn Express in Eureka, alleging that the out-of-state contractor who built the motel not only misclassified workers as independent contractors but paid them with checks that bounced because of insufficient funds.Labor Commissioner Julie A.
