The two-year battle over how to reorganize the Florida Workers' Compensation Joint Underwriting Association ended Wednesday with House passage of legislation that recasts the governing board and allows the use of a $39 million surplus from some subfunds to retire deficits in others.
Senate Bill 1894 passed the House 117-0 with little debate and headed to the Gov. Charlie Crist, who is expected to sign it.
