Facts: Gary Miller worked for the Norfolk Southern Railway Co. as a locomotive engineer. Miller started experiencing significant back pain in 2014. He underwent spinal surgery in August 2014 and was cleared to return to work in January 2015.
By November 2015, Miller was again experiencing back pain....
