Lawsuit Against 'Secretive' NCCI Over Sunshine Law Moved to New Venue

A Florida court has changed the venue of a lawsuit in which a Miami attorney is alleging the National Council on Compensation Insurance and the Office of Insurance Regulation violated the state Sunshine Law by deliberating on workers’ compensation rates in secret. Attorney John K. Shubin, representing workers’ compensation attorney Jim Fee, filed the action Aug. 10 in Miami-Dade County Circuit Court, but the case was moved to Leon County on Sept. 13 because FLOIR is headquartered in the capital of Tallahassee.
