Dozens of New Hampshire cities, counties and school boards will have to find workers' comp coverage elsewhere after a state hearing officer ruled that a spin-off from the troubled Local Government Center is not financially viable.
Administrative Hearing Officer Donald Mitchell found the Property-Liability Trust does not have “sufficient viability” to operate, thus failing to meet the standard of proof demanded in a 2014 consent agreement with the state's Bureau of Securities Regulation, the trust's oversight agency.
