Joseph B. Harlan, an attorney who played a key role in passage of Maryland's 1980s workers' compensation reforms, died Thursday of a brain tumor, the Baltimore Sun reported. He was 66.Harlan was also co-founder of the Maryland Workers' Compensation Educational Association, a co-founder of the Society of Bailiffs, and served on numerous charitable and business-related boards and committees, the Sun reported.
