By Michael Whiteley, Eastern Bureau ChiefNew Jersey voters today will decide the fate of what may be the first-of-its kind state constitutional amendment that would bar raids on the Second Injury Fund and all other funds involving worker benefits.The referendum, triggered by legislation passed in 2008, would bar both the executive and legislative branches of government from taking or borrowing money from any employment benefit fund.
