New York lawmakers appear to be moving ahead with legislation that would bring a California-like employment test to the Empire State, and workers' compensation concerns are proving to be at the heart of the thorny issue. At an Assembly Labor Committee hearing last week, 16 people, including labor representatives, business owners, freelance workers and a claimants' attorney, spoke for and against bills that would apply the so-called ABC test to determine if workers should be classed as independent contractors.
