Roofer to Get Probation, Pay $718K Restitution for Lowballing Payroll

A California roofing company owner will pay at least $718,000 restitution after admitting that he misrepresented his payroll in order to receive lower workers' compensation premiums, the Monterey County District Attorney's Office announced Wednesday. Juan P. Gutierrez of Salinas pleaded guilty to two counts of making a material representation to his insurer and failing to file payroll tax returns with an intent to evade tax.
