The owner of a vocational school in Los Angeles was charged with fraud for billing carriers for services not provided and allegedly paying illegal kickbacks to vocational counselors for referrals, the California Department of Insurance announced.
Guillermo Frias, 65, the sole owner, president and CEO of Caledonian Inc., was arraigned on fraud and kickback charges Monday alongside the school’s accounting manager, Yesid Colon, 54.
