Utah's Workers' Compensation Fund (WCF) continues to generate controversy, and there seems to be considerable confusion over the state of its privatization efforts.Last week Idaho's Insurance Department said that a proposal that has been floated, which previously had prompted a verbal okay from the Internal Revenue Service, to privatize the firm was fine.
