The National Labor Relations Board (NLRB) in Washington, D.C., March 20 overturned an earlier decision by the NLRB Region 17 Director, and issued a federal labor law complaint against Continental Carbon Co. citing the firm with failure to supply sufficient information to PACE International Union in ongoing bargaining between the union and the carbon black producer in Ponca City, Okla.
