Doctor Victor Chehebar of Great Neck, Long Island, N.Y., will pay $1.4 million in restitution and spend 18 months in jail for double billing insurers for medical care associated with workers' compensation and Medicare claims, Workers' Compensation Board Chairman Robert R. Snashall said yesterday.
