Will California workers' compensation rates go down? That question remained unanswered after receipt of ambiguous testimony yesterday by Insurance Commissioner John Garamendi indicating that anticipated savings from recently passed 'reform' legislation may allow a reduction of between 2.9 to 5.3 percent.The ambiguity lies in the inability of actuaries for the Workers Compensation Insurance Rating Bureau to predict the impact of interim medical treatment guidelines developed by the American College of Occupational and Environmental Medicine.
