The United States Court of Appeals for the First Circuit ruled that neither First Amendment nor due process rights are violated by the establishment of a new structure for the Industrial Commission. In Torres-Rivera v. Calderon-Serra, No. 04-2352, 06/14/2005, the new Governor of the Commonwealth of Puerto Rico restructured the Industrial Commission.
