SB 899 Presents Significant Time Issues

SB 899 made it to official publication status yesterday, being assigned Chapter 34 of Statutes, 2004, by the Secretary of State of California.Some of the radical changes implemented by the bill are effective immediately, others are delayed to a later implementation date.
