The California Assembly passed a budget late yesterday on a 56 to 22 vote, stripping the Senate version of a 100% "user funded" WCAB. Governor Gray Davis had earlier indicated he will sign a compromise budget coming out of the state legislature that attempts to balance California's record $38.2 billion deficit primarily with borrowing and a carry over deficit of $7.9 billion.
