An Albany County grand jury recently indicted a Brooklyn man on charges of defrauding the government and private insurance companies of more than $1.3 million by performing physical therapy services without a license for more than five years, according to the New York Attorney General's Office.
Cosmas Legrand, 56, of 165 East 19th St. in Brooklyn, was arraigned July 26 in Albany County Court on a two-count indictment, charging him with grand larceny in the second degree and scheme to defraud in the first degree. If convicted, he faces up to 15 years in prison.
