VotersInjuredatWork consultant Peggy Sugarman is urging the group's supporters to stay on point during rulemaking hearings, and has posted a paper explaining California's legislative and regulatory processes to help them do it.
Sugarman said in a posting on the group's Web site that some speakers strayed into subjects that were beyond the Division of Workers' Compensation's purview during a hearing on proposed utilization-review penalty rules held June 29 in Oakland.
