CA: Garamendi Says All Must Pay for Comp System

California Insurance Commissioner John Garamendi hastily called a press conference at the Embarcadero in San Francisco yesterday as he announced receipt of the 12% pure premium rate increase from the Workers' Compensation Insurance Rating Bureau (WCIRB).The rate increase would bring total rate increases to 20% for the year. Garamendi approved a 7.9% increase in June.
