Key provisions of an insurer-opposed plan to reorganize the 13-year-old Florida Workers' Compensation Joint Underwriting Association surfaced Thursday in the Legislature's proposed 2006-2007 state budget just as it appeared that the reorganization attempt would fail.
Among other things, SB 2118 and a House companion bill would have used the surplus in one of the JUA's coverage plans to help retire a $12.7 million deficit in subplan D, which was created by lawmakers three ago to cover companies with 15 or fewer employees.
