A Rhode Island judge barred Gov. Donald Carcieri from removing two board members of Beacon Mutual Insurance Co., saying the governor displayed "obvious hostility" and "bias" in his decision, the Providence Journal reported Tuesday.
The newspaper said Superior Court Judge Stephen J. Fortunato Jr. delivered a stinging critique of the governor for attempting to remove "for cause" George H. Nee and Henry R. Boeniger. Both were appointed by Carcieri's predecessors.
