The director of the Kansas workers' compensation system, Phil Harness, has stepped down, taking a position in the department one step below, pending the upcoming November election. The director position is appointed by the governor, and present Gov. Bill Graves, who hired Harness in 1995, cannot run for office again due to term limits.
