The former owner of three pain clinics in Jacksonville, Fla., testified on Tuesday in the federal trial of four of his former employees and a business partner that the clinics were designed to make money and not to help people, The Florida Times-Union reported.Zachary Rose pleaded guilty to drug conspiracy after federal agents shut down three Jacksonville pill mills of which Rose was the majority owner, the newspaper reported.
