APEX Investigation® Names Jeff Kool Chief Operating Officer : One of the nation’s leading insurance fraud investigation firms names a seasoned law enforcement leader — and its own first employee — to lead operations

Sacramento, CA — September 15, 2026 — APEX Investigation® today named Jeff Kool as Chief Operating Officer. Kool was the company’s first employee nearly thirty years ago before departing for a career in law enforcement — one that concludes this year with his retirement from the Roseville Police Department after over 23 years of service.

Kool’s appointment comes as APEX pushes to the forefront of investigative technology. The firm has developed a proprietary, AI-powered investigations platform that is redefining how insurance fraud and Special Investigations Unit (SIU) work is conducted, automating case intelligence, accelerating investigative workflows, and surfacing fraud signals at a speed and scale the industry has not seen. Kool’s cybersecurity background and record of building technology capabilities from the ground up directly support that trajectory. 

Following his retirement from the Roseville Police Department, Kool began his career as a Deputy Sheriff with the Contra Costa County Sheriff’s Office before lateraling to Roseville. He advanced from patrol through SWAT and narcotics assignments into executive leadership, ultimately overseeing Investigations, Professional Standards, Technology, Operations, Threat Assessment, Crime Analysis, and regional task force partnerships. He built the department’s technology program from the ground up and established one of the region’s first public safety UAS (drone) programs. 

Kool holds a Master’s in Cybersecurity Operations and Leadership from the University of San Diego (summa cum laude) and is a graduate of both the FBI National Academy and the Senior Management Institute for Police. He has served on the board of Crime Stoppers and represented his agency on the Sacramento Urban Area Security Initiative.
