TORRANCE, Calif., November 17, 2021 - AP Keenan, an industry-leading California insurance brokerage and consulting firm for public schools, public agencies, and health care organizations, has named Bordan Darm and Scott Carpenter as public agency strategic benefits consultants for the Municipalities, Colleges, Schools Insurance Group (MCSIG), San Mateo County Schools Insurance Group (SMCSIG), and other clients in the Monterey County and San Mateo County region.

Darm has more than 30 years of experience providing employee benefits consulting to public and private employers. Joining AP Keenan in 2015, Darm is a subject matter expert for all funding mechanisms for fully-insured, minimum premium, and self-funded benefits plans. His extensive experience supporting joint powers authorities with short-term solutions and long-term financially sustainable strategies have provided measurable results for his clients.

Carpenter, who joined AP Keenan on November 1, 2021, spent eight years with Sutter Health developing and bringing health plans for Northern California employers to market. Specifically, he was instrumental in developing the Sutter Health Plus health plan that has gained over 100,000 members, including several California public agency clients.

According to Jeffrey Mizokawa, Vice President and Schools Practice Leader, "Bordan has been instrumental to our clients, and specifically to numerous JPAs, by facilitating smart, sustainable growth for their programs, while maintaining high-value benefits for their members." Mizokawa continued, "Bordan's success with JPAs and other public agency clients, combined with Scott's extensive knowledge and expertise with network design and utilization, will add to the already-impressive consulting team supporting MCSIG and SMCSIG.

"Leveraging the knowledge and expertise of Bordan and Scott for MCSIG and SMCSIG members plays into our service philosophy," according to Kelly Hall, Senior Vice President of Service and Account Management for AP Keenan. "As a customer-centric firm focused on providing services based on our clients' needs, Bordan and Scott will supplement the account team supporting these JPAs. Their combined industry knowledge will add to the benefits strategy options for these clients, rather than trying to apply a one-size-fits-all approach."

"I have a deep appreciation for the work our school districts do for our children every day," said Darm. "The JPA solutions that I have been able to facilitate here at AP Keenan for public agency clients have helped them remain focused on their communities, and I am excited about expanding my role to providing budget-conscious solutions for our school JPA clients in San Mateo and Monterey counties."
