The Utah House voted 74-10 Tuesday to approve the state's first licensing system for professional employer organizations (PEOs).The bill, which has the backing of the National Association of Professional Employer Organizations (NAPEO), requires financial reporting from the PEOs and requires each employer/client of a PEO to have its own workers' compensation policy.Premiums will be rated based on experience modifiers for employers large enough to have one, while smaller employers will be assessed premiums like other small employers in the state.Based on a NAPEO model also being consider...
